Quick answer

WASM Arcade and quenq.com host GTA III in the browser on the re3 engine, on desktop or phone, with save import and export on the quenq version. re3 is a reverse-engineered source port of the 2001 game. Whether the pages ask for your own game files is not stated, and Take-Two has sent a takedown over a different browser GTA port.

The original game

The silent protagonist Claude is drawn into crime, gang warfare and corruption in Liberty City, a setting loosely based on New York City, after a bank heist leaves him betrayed. It sold over 14.5 million copies by March 2008 and holds 97/100 on Metacritic for PlayStation 2.

Produced by Leslie Benzies, written by Dan Houser, James Worrall and Paul Kurowski, executive produced by Sam Houser. Built on RenderWare. Grand Theft Auto III on Wikipedia

The browser version

WASM Arcade describes its page as GTA III in the browser, "the full Liberty City open world on the re3 WebAssembly engine, with radio audio and PC cheats". INXANITY lists it as the 2001 original recompiled for the web on re3, running on PC or phone, and credits WASM Arcade, quenq.com and wasm.rip. The quenq.com version adds save import and export.

re3 is a reverse-engineered source port of GTA III; coverage of the browser ports says they rely on this kind of engine work, with WebAssembly letting the compiled engine run in the page. That coverage also says game assets are streamed as they are needed rather than installed first, which does not mean nothing is downloaded. The pages do not say whether you supply your own game files.

The hosts have no stated authorization from Rockstar or Take-Two. Take-Two sent a takedown notice over a different browser GTA project, the DOS.Zone Vice City port, saying it was not authorized, licensed, endorsed or approved; the Vice City port from quenq appeared afterwards. Availability of GTA ports in the browser can change.
